Civic Works Energy Programs is proud to offer assistance to Howard County households in reducing energy bills through free and low-cost grant-funded programming. In partnership with Howard County Office of Community Sustainability, we offer a range of programs to make homes more energy efficient, safer and more comfortable, for both renters and homeowners at all income levels. In 2026, for all HCPSS staff, we are offering a special incentive to receive an informative whole-home energy audit at no cost, which can be the gateway to free or reduced-cost home efficiency upgrades.
